Somewhere along the way I've lost the ability to select "User and User Admin Only" when creating/editing a profile.  This is an installation that was upgraded in stages from 4.0.8 to the current 4.2.7 on Drupal 7.  Is there a setting that I've missed somewhere in the configuration, or should I be looking for something wrong with our installation.  Everything else seems to be working fine, just the only option for "Visibility" is "Public Pages and Listings", which I'd rather not use.
