I've installed Drupal/Civicrm about 10 times now with no problem.  So, I'm not a newbie but am hardly an expert either.

The latest install is proving very problematic.   I'm installing on a hosted system that is already using Drupal for its CMS for the public pages.   They now want to add Civicrm for membership management.  I've installed civicrm into the sites/all/modules directory and checked that its permissions are correct. 

However, whenever I go to the Drupal modules management page via an administrator login, it does not recognize that civicrm is present as a module to be managed.  Hence, it is impossible to activate it.

After carefully comparing it to my prior successful installs, I can see no difference in the Drupal configuration nor directory permissions and ownerships that should account for this problem.

The sole critical difference is that I did not install the Drupal instance, but inherited it from the person who set up their web site a while back. 

It almost feels as though Drupal has been configured to forbid any new modules beyond the ones originally installed, although I can find no mention of such a feature in searches of drupal documentation or forums.

Suggestions?

Did you visit the install URL

sites/all/modules/civicrm/install/index.php

? Anyway you must install that way, so check what you there.

What do you see on that page? A regular install page?

Are you certain your version of CiviCRM matches your Drupal version?

Civicrm is 4.2.7, Drupal is 7.14.

When I go to the Drupal Modules Administration page, it shows CORE and about 9 others installed by the previous person (CHAOS, DATE/TIME, FEATURES, FIELDS, MEDIA, OTHER, PANELS, STATISTICS, USER INTERFACE, VIEWS) but no sign of civicrm.

When I try to access the civicrm installer script (./sites/all/modules/civicrm/install/index.php) it returns a 404 (not found) error even though the directory is there and not locked and its permissions match those of other successful installations.

Hence, my suspicion that the previous installer had managed to lock down drupal in some manner to block any new modules.  I've not found any sign however.  For example the .htaccess content is the standard drupal file.

Finally, to be absolutely certain I'm not doing something stupid, I repeated the install steps on a local VM.  All went smoothly with no sign of the above problems.

Are the other modules installed in sites/all/modules?
Or did they use a different module directory?

If you have the URL correct and it shows a 404, I would ask your host why.

Yes,  they are all there and with same ownership/permissions as civicrm.

Yes, I'm meeting with the nonprofit later this week and will ask them about the person who did the drupal installation.  My professional instinct is that he did something funny with it, but I can't find it.
