PayPal and recurring (reference) transactions

So we're setting up events where participants have to raise a certain amount of money to participate. If they don't raise the minimum by the event date we'd like to charge their card for the difference. We're thinking a way to do this would be to work with PayPals reference transactions.

I'm not as worried about civi automatically figuring out the amount owed and charging it, at the moment we'd settle for an agreement with th user they we would charge them no more a certain amount on the day of the event, knowing they we might have to manually enter the amount in PayPal. Our biggest concern right now is storing the card information (in PayPal) for use at a later date.

 Just curious if anyone had done anything similar and can offer any advice?
