How to create mailing to list of non contacts?

At almost every event we have people that show up that are not members and not registered for the event.  Currently we gather then names and email addresses and send email to them separately asking them to sign up and create an account in Civi.  Alternatively we will create an account for each person, though this is maddening when you have 20 or more every evening.

Is there any way to add or create a group or mailing list with a bunch of email addresses and/or names for potential members?  We would then send out an email inviting them to come back and sign up for an account.  Ideally we would like to track this through a campaign.  Is there anything like this in Civi at present?

If not, I will add it to the suggest a new feature forum.

No, this is not possible.

I would suggest you put the names and emails into a spreadsheet and then export it as CSV and then upload it to import. Will be far easier. You could even bring a PC to the event, or even a tablet and type the data right into a spreadsheet, or a Google Doc. Should make it much easier to create the contacts that way.
