How can I get scheduled reminders to send for existing members?

A site has many existing memberships already.

They have only recently enabled scheduled reminders (in 4.2) at 7 days before membership end date. Existing members don't get a reminder. New members do.

For instance, if I create a membership for myself ending 7 days from today, and immediately run the scheduled job, I get a reminder.  However, a member created last year with the same end date won't get a reminder.
 
How does this script work, is this intentional, like some kind of safety feature?  Can I "flag" existing members to get a reminder?

Have you run the "Set Membership Reminder Dates (Always)" scheduled job? This one can only be run manually. Is it for this - setting reminder dates on memberships that were created before the reminder functions were set up.
