New install: unable to install payment processors

Hello, I'm trying to set up my new CiviCRM install and I can't seem to add a payment processor.  I go to Add Payment Processor and get this error:

Warning: Smarty error: unable to read resource: "CRM/Admin/Form/PaymentProcessor.tpl" in /home/how/public_html/cms/wp-content/plugins/civicrm/civicrm/packages/Smarty/Smarty.class.php on line 1093


Any assistance in getting this fixed would be much appreciated.  I'm not a programmer so easy on me, please.

Looks like your CiviCRM install is missing files. Can you re-upload the codebase?

I'll try.  I had issues with uploading due to bandwidth of servers.

I'm running into a similar problem, but without an error message. I'm trying to add a payment processor for my CiviCRM Wordpress installation and its not accepting it. We have just a standard Paypal account (ie. not Pro or Express) and I've filled out all the fields, but it doesn't add it when I click submit. It just says "There are no Payment Processors entered."

Running CiviCRM 4.3.3 and Wordpress 3.5
