Custom fields issue

I've created some custom fields for my online registration, but they're only showing up on the registration screen when I'm logged in, even though I've selected "Public User Pages and Listings" under 'Visibility'. I've attached a screenshot.

Make sure anonymous user has "access all custom data" permission.
