Hi,

I refreshed the dashboard, but I still don't have the latest "Announcing first beta for CiviCRM 4.3 !!" in it.

Is this a cache issue?

(testing on a local install from trunk)

Yes, there is a 24-hr sitewide cache of the blog feed. Manually refreshing your own user's dashboard will not refresh the sitewide cache - for that you just have to wait.
Rationale: this prevents each CiviCRM install from hitting our blog more than once a day and keeps infrastructure costs down.
