Email address change in contact not backfilling joomla user?

I'm curious if I'm missing a step or a process.

I'm editing a handful of contacts and changing their primary email address but keeping the original email as a non-primary.  When I look at the corresponding user record it maintains the original email address.  Why wouldn't a change of the primary email address update the user record in the CMS?

i vaguely remember that this has been implemented for drupal, but not for any other CMS
