Wordpress Subscriber ACL not working as expected

I would like to set up an event so that CiviMember members can join the event, but only Members.  Setting up WP access controls unchecking Subscriber can register for an event and checking Members can register for an event.  I was hoping that the authenticated user would be able to see, but not register for the event unless they were a Member.  This is not working. 

Anyone have any ideas as to why?

They purchase a membership.

I think I have this figured out.  My Civi roles were overriding my ACLs.
