CiviSMTP down: Data center outage

CiviSMTP is currently down.  The data center where we host our servers is experiencing an outage and the ETA  to be back online is 20-30 minutes. 

We will keep you posted.

This issue has been resolved as of 3.18.2013 8:30pm PST

Outage timeframe 2:30pm-8:30pm PST on 3/18/2013

Question: how does civicrm handle deliveries when the external smtp (.e.g CiviSTMP) is down?

One of my clients uses CiviSTMP for all outgoing e-mails, so that includes contribution receipts as well.
