CiviReport: Export to CSV with email address shifts no-email records by 1 column

When I "Export to CSV" a Constituent Report that includes "Email" in Report Criteria, the resulting export shifts all fields to the right of the "Email" field by one column toward the right, i.e. it appears to add an extra blank column when there is no email address in the record.

This issue does not occur with the "Print Report" function. (I can't tell if it happens with the PDF function because I just get a blank browser window with the URL .../civicrm/report/instance/1 when I try to click on "PDF".)

The only workaround I can think of is to require that all records include an email address.

Can you reproduce this on our sandbox server and see if this bug is still present in 4.3

If so, please do file an issue and we'll take a look and fix it
