Limiting event creation to organizations who are sponsoring that event

I would like to use CiviCRM to create a dynamic calendar across multiple organizations.  Ideally, I would like to limit creation of events to the sponsoring organization.

The difference between different organizations would be the type of events they hold.  Typically, these events are differentiated by type of event.  For example, one organization may hold Apple festivals while another holds Pear festivals. 

I would like to separate events by type of festival and associate the festival with the organizer.  The organizer would ONLY be able to create events for thier type of festival.  Like: Organizer A presents Apple Festival.

Can anyone suggest an approach to this?
