Finding a payment processor that can work with a Vietnamese bank account

I am starting on a project to set up CiviContribute to accept donations for a Vietnamese animal welfare organization. Ideally we would like the funds to be directed to an account we are setting up with HSBC in Vietnam. I need to know how to find a payment processor that will be able to manage the transfer to the HSBC account. We could also use ANZ but they do not have a branch near where we are located.

Site will be running the latest CCRM

I have a feeling that by far the easiest option would be to use paypal and then transfer that to your vietnamese account.  Is there any reason why you don't want to do that?  Otherwise, it would be a process of writing a new payment processor.  Maybe something that would integrate with this? http://www.business.hsbc.co.uk/1/2/commercial-banking/business-payment-processing/business-debit-and-credit-card-processing

In case you want a massively ball park estimate (and there are lots of other things to consider before starting out down this road) this might cost in the region of $3k to $5k to implement.
