Payment Processor Seup Screen - Tool Tips

API URL and maybe other fields provide NO Help text in many payment processor setup screens.  This is crazy.  Most users have no idea what the API URL is or where to find it, whereas the Help on the other fields gives specific advice, at least for Google Checkout.

Can these little help bubbles be linked to the Wiki/Docs somehow?

for most (maybe all) the processors we do give default values when it is applicable. API URL is only used by paypal (which they introduced in their new nvp protocol) and hence not documented like the others.

Can what you just wrote be added as the doc for the little help balloon for that field?

Better, if a non PayPal method is chosen, can that field be suppressed?

Let's at least record it as an issue...because it is.  I was looking for the API URL for Google Checkout as a possible solution for the errors I was seeing earlier today.
