Advanced Seach vs. Custom Search - different results, same search

I have a couple of contacts flagged as 'Do Not email'.  If I try to find them with Advanced Search I cannot find them, using a checked 'Email on hold' and 'Individual' contact type.  But if I use Search Builder to look for Individual where Do Not email = 1 then it finds them!  Is this a bug in Advanced Search or am I misunderstanding something?

'Do not email' and 'Email on hold' are 2 different flags. In Advanced Search check under Privacy Options for 'Do not email'.
