This may be confusing, but I will do my best here. We have a huge amount of membership types which is in itself confusing.  To add to this we do up to 4 billings to the member.

I have created multiple status rules enabled, all but one of them is working as it is supposed to. 
The one I am having the problem with is
4th Billing (2 month from end date for start -- 3 month from end date for end) - weight 1  (expired)

The goal is to have the person in a status of 4th billing so we know they are just expired, but can still renew, but for the life of me I can not get this status to ever be enabled on the members that fit the date range.

I have deleted, recreated the status, Given it the highest weight, lowest weight, threatened it with, asked nicely. nothing

Does anyone have any idea what the heck I can do to get them to be an expired status that is not just expired?

Here are the rest of the status:

New (45 days after start for start event)  - weight 2  (current)
Current (-1 month from end for end event)  weight 3 (current)
1st Billing (-30 day from end date for start --  0 day from end date for end) -weight 4 (current)
2nd Billing (1 day from end date for start -- 1 month from end date for end) - weight 5 (current)
3rd Billing (1 month from end date for start -- 2 month from end date for end) - weight 6 (current)
Deceased
Cancelled
Pending
Expired - (3 month from end date for start) - weight 10
