Tracking open rates on emailed CiviReports

CiviMail tracks open rates on emails sent via that method, but a client has floated the idea of tracking open rates for automated reports.

Basically, internal tracking of whether staff are looking at their monthly new members reports.

Not a reliable data source as most email clients don't report this by default, but an interesting idea ... however I know the tracking mechanism is pretty tied into CiviMail so this wouldn't be entirely straightforward.

one 'hack' would be  add an extra param to the report url that gets processed by some hook when the report gets loaded...
