Bounce Processing of Duplicate Email Addresses

Our client, a nonprofit, has whole families using the same email address (because email address is required by CiviEvent). Problem is, when the email address is no longer valid it appears that bounce processing does not affect any of the email addresses. Bounce processing is working fine for individual emails.

We cannot merge the records into a single contact record because the records are for separate individuals.

Upgrading to Joomla 2.5 and CiviCRM 4.2 is on hold because of the known issue of CiviEvent requiring a payment type to be selected.

Has anyone else run into this problem and if so, is there a solution so that all copies of the bad address get processed by the bounces fetcher?
