Copy framework without content?

Hi all, I've found out that a fellow organization in the same city is already using CiviCRM and has many of the same requirements in terms of memberships, events, and even size.  Rather than trying to deploy CiviCRM ourselves from scratch or paying a developer to assist, we are wondering if it is possible for this other organization to dump their framework without any of the content.  E.g. we would get all of their membership types, groups, tags, types of relationships, etc but without any of their actual contacts.  Is this possible?

Why don't you copy the DB in full and then just delete all Contacts?

If that's the way to do it, then that's how I'd ask the other organization to provide the information.  I'm guessing they'd be opposed to our gaining access to their contact info, even if we promised to delete it.

So ask them to delete their own contacts in the copy before they give it to you. :)
