CKEditor missing everywhere after upgrade to 4.2.9

I just upgraded from 4.1.6 to 4.2.9 (luckily just a practise run on my test server).  It went OK except the CKEditor is missing everywhere (online registration config; mail composition; etc.). 

I've checked some obvious things:

Yes I've noticed that too. In fact it happened when we upgraded civicrm.org's own civicrm!
I haven't figured out the cause, but the solution is to do one or all of the following:
* Switch CKEditor off and back on again in Civi system settings
* Visit Admin -> System Settings -> Cleanup Caches and Update Paths and clear all caches
* Manually delete the contents of templates_c
