Schedule Reminders ignore rules and send out mass emails

In 4.3, I scheduled my membership renewal reminders for 2 months from Membership End Date repeating 30 days from Membership End Date.  When I ran the job, it sent emails to every email address.  Any reason why it ignored the rules and sent it out to members whose membership did not expire until 2014?

This has been fixed for 4.3.2
