CiviCRM Profile Usage - Reference Type Profile?

I have a quick question on a certain issue - in regards to profile usage

I would like to create a reference type data profile where an employee enters data only once every three months.
So for example, "Recording Tickets" An employee is give a single book with multiple tickets. This employee must initial store the books into the system before working with the tickets.

-Ticket ID
-Ticket Type
*If the booklet had 125 tickets each ticket is required to be recorded from the book given.

The purpose of this Profile is then to be able to link up to a Case, for example, Selling Tickets. Where, An employee makes a case and then they are required to enter the details of:

Number of tickets
Ticket ID
Ticket Type
Date Ticket is distributed

The purpose of this is to keep track of every ticket given out and to be able to notify the user when there are no tickets left to be given out.
I would like civicrm to be able to gather the information collected by the case then subtract the information from Recording tickets. However depending the number of tickets it will open up multiple Ticket ID fields, So for instance if the employee enters:

Number of tickets: 3
Ticket ID: T0909
Ticket ID: T1111
Ticket ID: T5432
Ticket Type: Blue

or employee enters~

Number of tickets: 2
Ticket ID: T333
Ticket ID: T444
Ticket Type: Red


*{Please Note that the ticket type must be of one type only per case}{So the person receiving the tickets can have 3 types of blue tickets and cannot have 1 blue 1 purple and 1 red}

I want to be able to have this as a standalone profile so it is not connected to any other component like organisation or case or group.
The ultimate question first is it possible to achieve this? and if so does it require a module of a sort to be installed? if not am I missing a vital clue? I hope this make sense.
