Access to CiviMail without needing the Access CiviCRM permission

Drupal 7.14
CiviCRM 4.1.2

We need to have a Drupal role defined for users that only need to be able to manage CiviMail (create, delete, submit, report, etc). We have found that they also need to have the Membership management: Access CiviCRM permission to be able to even get to CiviCRM. The problem here is that permission gives them too many rights, that is, they can View and Edit members in their groups.

Just to clarify, we want people to access CiviCRM but only see the mailings tab in the administration menu. They then have all permissions relevant to mailing but could not search, view or edit members.

I think you'll need to add some custom code and/or modify core code to make this possible
