Email Traffic Shaper for CiviMail

Hi,
By default Civimail try and push as many messages as possible (capped to 10/sec).

Can I configure to send 1000 during weekday working hours , 2000 weekday after office hours and 5000 over weekends?

If I need to send hundreds of thousands of emails then which file do I need to edit for send rate throttling?

In the below case, i'd recommend the throttling be done at the smtp layer rather than the civi layer
