VPS slow response

Hi,  I use VPS-2 hosting from www.Knownhost.com and have some performance issues. My site using Civicrm 4.3 runs Joomla 2.5.9 and performance on the joomla side is good.  CiviCRM's tables are not touched very often and seem to go into hibernation.

From cold, when I access any of the civi tables (in the same db as J!) it can take up to 60 seconds to get a response.  Once a few pages have loaded performance improves which I suspect is due to 99%+ cache hits.

MySQL is not flagging slow queries. Mtop is not recording slow queries.  It's almost as if MySQL has to wake the tables up??  Hoster thinks everything is fine.

Q.  Is this normal to see very slow wakeup times?

thanks - thats what I thought. just wanted to get a community view.  I'll go back to my hoster.
