Localizing CiviCRM Layout according to user

Hello, I am configuring CiviCRM for a non-profit organization.
They mainly need for events and memberships/donations.

In the current CiviCRM layout, there is TOO much information. I would like the TOP bar just to show the events and contributions drop-down menu.

I tried messing with "permissions" for Drupal and Civi, but can't really configure them properly.
What is the best way to get this to happen.
