Are some phone types SMS-able (or not)?

Hi all --

Just upgraded to 4.3 and am noticing what I think is a new behavior (but may not be -- maybe we just hadn't run into it with 4.2).

We have a number of custom phone times, including:
Cell-Phone & Text
Cell-Phone only
Cell-Text only
Home

When a student has a Cell-Phone & Text we have the option of sending an SMS.

If they do not have that phone type (for instance, they have Cell-Text only) then the "Send SMS" option doesn't show up.

I believe that the Cell-Phone & Text was originally called "Mobile" and we changed the label.  Is there some setting on this particular label that makes a particular number SMS-able?
