Header and Footer HTML (tokens) absent in Scheduled mail, but present in Test.

Hello

I have two sites on the same server now upgraded to 4.3.1.  Both sites use the CiviMail Header and Footer to provide an email masthead image in the header and the required tokens in the footer.

Since the upgrade to 4.3.1; although the mail Preview and the Send a Test Mailing do continue to have masthead images and populated tokens, Scheduled email  messages do not: no masthead image, no tokens  :o

Doing &directoryCleanup=3 since the upgrade makes no difference: no header or footer in schedule message.

Comparing the HTML source of the CiviCRM Test Mailer and Scheduled messages, the Scheduled message contains none of the header/footer HTML.

I have tried this also with the sample header documented here: http://wiki.civicrm.org/confluence/display/CRMDOC43/Sample+CiviMail+Messages; with the same results.

I also find that the CiviMail Report "View Complete Message" shows the message without any header or footer.

I cannot reproduce this on the Demo server; although I don't have the patience to wait for the scheduled mailing to send, I see that the CiviMail Report  "View Complete Message" on the demo server does contain header and footer HTML (unlike my 4.3.1 version).

Interestingly I notice on the demo server that underneath the CiviMail Report  "View Complete Message" there is:
Header   Mailing Header
Footer   Mailing Footer

These two rows do not occur in the CiviMail Report on my 4.3.1 version.
