ACL Help Please

I have been working at this for a few hours but just don't understand. I have a user that I want to have access to the backend of CiviCRM such that they can search for, see, edit, and add new contacts. I have the user set up in Joomla's ACL as belonging to a group called "Administrator", wherein the Administrator is a child of Super User (i.e. all permissions in Joomla). Then in CiviCRM's ACL, I have "Administrator" set up with all permissions...as if it were a super user.  When I log into the backend of Joomla as that user, and make my way to CiviCRM, I click on any menu item (in the black bar) and get...error CRM-001 (user not permitted). Further confusing me is the issue that I can click on a user record in the backend of CiviCRM as the user in question and see the entire user record...as if everything was working ok.  What am I doing wrong here???  I'm so confused...

In case this helps someone...my problem was that I needed to clear CiviCRM's cache after updating the ACL settings. all is well now. ACLs for each user role is working as it should.
