Create New Record when email matches exisiting contact no edits of information

The situation we are facing is as follows. When a anonymous user registers for an event with an email that already in the database we want a new contact created as opposed to the existing contact changed. While there is a potential for duplicates there are in many cases several people using the same email address. In 4.2.8 I was able to edit the default strict rule and change the threshold on email to a value that is never reached.  In 4.3 I have edited the unsupervised rule for individuals in the same way with no success. I have the email weight set to 10 and the threshold set to 11. If a registration goes through with an existing email the information is changed. Also, if the email is already registered it will not add an additional.

Am I missing something in the new way duplicate rules work?

From what you are saying, that sounds like it might be bug.

Can you try and replicate on demo, and if the same behaviour appears there, please file a bug.

historically we've always used the email address to check for duplicate registration in events (there is an option to allow multiple registrations from same email)

there was a regression in 4.2.8 when we fixed another related bug

I didn't have that check box checked to allow multiple registrations from the same email. It all is working as I had it in previous versions.
