Upgrade changes certain defaults

The CiviCRM upgrade always changes the default currency and country to $USD and United States. Why not leave these settings alone. I can see no logical reason for changing them at the time of upgrade.

pretty sure we dont do this intentionally

any chance you can take a look at the code and see where this happens and submit a patch and an issue

I wish I could create a patch. Unfortunately I am not a programmer. I am able to help the community in identifying issues and I do the best I can in this regard.
