Import - undignified end if no match in contact

I've been testing out importing my client's legacy data in 4.3.3 and observed several occasions when import didn't complete with the usual message about how many records were imported, but just returned control to the last screen.  On each occasion it had imported only some of the records, and I found that every time the cause was the same. This was after suspecting that 256mb of PHP memory wasn't enough.   The cause was actually (for example)  trying to update a contact's 'Do not phone' condition when the contact doesn't have a phone number.  In other words, import expects the input data to be 100% consistent.  Now, I have no problem with that, but import shouldn't just stop - it should reject the record and move on.  Is this a bug (I think so), or what?

yes, there are lots of improvements that can and should be done on import.

however there is also the issue of resources and funding someone to do this and/or someone willing to spearhead the work on this

if you have any/some of the answers to how someone can work on it, that would be great and help make import and the project a lot better
