Can't edit or add new records in CiviCRM 4.1.3 on WordPress 3.5.1 w/ MySQL 5.1.x

System administrator walked out 5 months ago. I'm the new gal.  Have no experience with WordPress or CiviCRM.

Users in CiviCRM can't edit or add new records to Contacts and Memberships (may be others too) since the guy left.  I can add and edit directly in MySQL. Can also do same using MSAccess connecting with ODBC driver 5.1.  Was getting a server does not support  4-byte encoded utf8 error with ODBC 5.2. Downgrading the ODBC driver to 5.1 fixed that.

DreamHost confirms database is utf8_unicode_ci collation using varchar which is a typical and common config and this was working before. MySQL has not been changed nor can it be changed, we are on a shared server.

I suspect old guy upgraded CiviCRM and that's when it broke. What can the issue be and what is it going to take to fix it?

I could really appreciate any help or direction you can send my way.

Thanks

Bobbie

1. would help to get a more detailed error message

2. i do suspect that using a better hosting provider would help. civi does not work and is not recommended on "cheap shared hosting"
