no option to add new employer in current employer autocomplete

I am experiencing some strange behavior with the auto-complete search. I can look up for an organization in an auto-complete field using the CiviCRM webform, and in some instances, i can NOT even find the organization and i know it exist in the database and the system does NOT even give me the option to add new.
It is weird because it only happens on some and not all.
Please, see attached caption. Can anybody help??

is this in a webform - or in native civicrm?

if the former, do you have some 'permissions' or filtering going on with the employer component in the webform

It is the webform and I am searching while logged in as admin. I don't have any filters.
I am also able to see the organization while using the native civicrm quick search

not sure how to help - maybe a screenshot of the settings of the employer webform component and the 'contact 2' from the civi tab.
not an issue with sub-contact types or anything like that?
