Deduplication rules not visible

For some reason the deduplication rules are not visible anymore when I go to  Contacts > Find and Merge
(logged in as CiviCRM administrator)
I checked the database and over there the rules are still available.

I also experience now that when adding a new contact I always get the notification that a similar contact already exists, but no list with possible contacts  is displayed.

I'm not sure but it could be behanving like this since upgrading to the latest version.

As I have multiple people managing contacts this is really annoying. Contacts database now contains many duplicates as there is no checking done when they enter a new contact.
I think I'll have to find another system then civicrm :-(

Using 4.3.5 here's the screen I get after clicking Contacts > Find and Merge as you described. Do you get this same screen?

No,
I only see the buttons for adding new rules. Rules still exist in the database however.
Trying to create a new rule results in an errormessage "is not of type String".

Solved by upgrading to version 3.4.5 and removing my custom php files
