Overview of use-case:
- A non-member individual completes paper version of a Petition
- A volunteer collects the paper versions and bulk enters them into CiviCRM
- The volunteer may not have a CiviCRM account (uses the public-facing Petition signature form)

Currently, the signed_SURVEYID cookie is used to prevent multiple signatures within a given browser session.

My question: can this restriction be loosened to account for the use-case mentioned above i.e., multiple petition form submissions within a browser session?

If you happen to be on Drupal then I think setting up a civi-webform for your volunteers to do their data-entry would solve both your problems - this one and http://forum.civicrm.org/index.php/topic,29028.msg124467.html
