Attempting to set ACLs

I have a new installation of CiviCRM on Joomla, and I am attempting to set up ACLs. I'm trying to use CiviCase to set up sales submissions (by field agents, basically). I'm setting up a link on the homepage that links to the CiviCRM dashboard where they can go and submit a sales case. Problem is, once they click on that, they get the following error:

I've checked and double-checked the Joomla and CiviCRM ACLs. They should be able to access the module AND the dashboard. The superuser account can do it, just not any of the sub-accounts. Is there a specific permission I need to set on this?
