We are in the planning stages of a new website offshoot for a nonprofit arts org that is currently using Civi. The offshoot site (for an upcoming conference) will be built on Wordpress. The Main site is on Joomla.

Ideally, the committee chairs want the registration for the conference to take place on the Wordpress site - can CiviCRM Multisite be used in this case of mixed CMS platforms?

I've been reading that placing the event registration form in an iframe is not necessarily a viable solution and while I can theme the registration page to look like the sub-site, that's not what they want to have happen.

Making it multi-site looks like a difficult solution for what you want to achieve. You could keep the Civi on Joomla and use the CiviCRM API to retrieve events and register participants? Are you aware and familiar with the CiviCRM API?

I'm aware of the API, but I am not skilled enough to program for it and, unfortunately, there is no budget. If I'm misunderstanding how it would work, please point me in the right direction and I'd be very grateful.

I don't think anyone has ever tried that, and I wouldn't recommend that you do. While there is a chance that it will work, the odds are it will just cause you problems.

can CiviCRM Multisite be used in this case of mixed CMS platforms?
I haven't tried mixing Joomla! & Wordpress - but we do mix Drupal 6 & drupal 7 - usually as part of a staging drupal migration.
