Granularity in case ACLs

How much granularity is there when it comes to the things that someone can do within their own case? We're trying to look for a way to limit the amount of modifications someone can do to their own case, particularly modifying the roles and relationships. It seems like the current ACL model is an all-or-nothing model, is this true?
