BUG?: 4.3.4/4.2.9 State/Province field autofill not working

SUMMARY
The auto-fill for state/province is not auto filling in event registration forms for countries other than the default set in administer>localization>locations

What are your expectations and what do you mean by "auto-fill"?   From your screenshots an error is not immediately apparent, what do you expect to see that you do not?

Screenshot 1 - Shows I have set the default country to United Kingdom

Screenshot 2 - Shows the additional address 'Home' with the country of 'United States' and state of 'Hawaii'

Screenshot 3 - Shows the participant registration form where the state is not being pulled in (pre-filled/auto-fill)

Screenshot 4 - Shows that when the default system country is used then the state is pulled in (pre-filled/auto-fill) in the form

You may think this is not a big issue but because the state drop down selection choices are country based and the jquery trigger is on the country selection, participants are not finding their country related state as they have not had to select a country to fire the trigger.
