Same template for transactional emails and bulk CiviMails

It'd be nice to use the same template for both transactional emails and bulk CiviMails. But the latter requires a few tags like {action.optouturl}, which do nothing in normal transactional emails - so look weird.

Is there a clever way around this, or do most people just have separate templates?
