Drupal CiviCRM permissions for events configuration, adding and editing profile?

Hello!

What Drupal CiviCRM permissions must I grant to an account so that the user can configure events, including adding and editing profiles?

I've been through the documentation more than once, and I believe I've done everything that the documentation suggests, but accounts with my Drupal "Events" role get Access Denied errors when they click on the event configuration screen's edit profile links.

What additional permissions must I grant to enable an account to create custom fields and fieldsets?

Or is this something for which I must use CiviCRM ACLs?

Permission to add and edit profiles is apparently strictly administrative.
