Premiums Section disabled, yet asking for No Thank You Title

I'm completing a membership contribution page, and although I do not have 'premium section' enabled, the system is asking for a title for the No Thank You message. This has not happened in previous versions. Is this a bug or a 'new feature'?

This is a bug. However it doesn't look like it should prevent you from configuring your contribution page w/ premiums NOT enabled (ignore the form rule error). Can you file an issue for this in the issue tracker please. We'll look at fixing this in 4.4 (patches welcome of course).
