Creating Joomla users from CiviCRM contacts?

I know that CiviCRM creates CiviCRM contact records for existing and new Joomla users.  Is there a way to "go the other way" (i.e. create Joomla users for selected CiviCRM contacts)?

This was asked several years ago, in http://forum.civicrm.org/index.php/topic,14734.0.html, but I can't tell whether this has been implemented.

There should be a 'Create User' action on the Actions button (View Contact). See attached in a drupal site, i think the same will be there in a joomla site. However this is a one-at-a-time feature. Not aware of existing function to create users for a batch of / all contacts.
