Send mail based on last opened time

One method of increasing open rates is to send mailings to individuals when it appears they open their email so that the email you send arrives when they are looking at their inbox, or its one of the newest emails when they open their inbox.

So, what I'm trying to do is figure out a way to send mailings based on 15 minute increments of when the user opened the previous email they received. Obviously not all opens are tracked, so there would need to be a default send time unless the user has a previous open tracked.

Has anyone done this? Or, can someone point me in the right direction?

EDIT: I'll add that I understand I will need to do some coding to accomplish this — I'm just hoping someone can point me in the right direction.
