Problem decoding state/province codes

I've noticed in a couple of components, CiviContribute and CiviMail, that CiviCRM is not decoding state/province codes correctly.

For example, this address in Vietnam:

Our mailing address is:
P.O. Box 23/ 01200830423
Hoi An, 27 563800
Viet Nam

27 should be decoded as Quang Nam, the name of the province. On another site I've worked with I've seen this problem with other countries.

Can you confirm that this issue exists in 4.3.4 and on the demo?

Just upgraded to 4.3.4. Still showing code 27 instead of name, Quang Nam.

I was not able to send a test mailing from the WordPress demo. I changed the domain address to an address in Vietnam. I got no errors when I tried to send a test email but no email arrived

I would like to know if this has been fixed in a later release. Here is another example from the view/contact page

Unit 16-7, Hoang Anh Gia Lai
Thao Dien, Q2
Ho Chi Minh, 65
Viet Nam

65 is Ho Chi Ming, t.p. (the "province" name)
