This is a national repository of IRS charity equivelency for foreign NGOs that apply to US Foundations for grants. Ultimately would be a tidy little business with all the start up capital coming from foundations and the ongoing revenue coming from various grant makers. And CiviCRM would get you quite aways to filling the technical requirements.

Definitely for a highly qualified set of individuals or a shop with an exemplary track record.
