Profiles not showing in Joomla 2.5

We are moving from a civi 3.4 on joomla1.5 site to a new civi 4.3 site on joomla 2.5. While all our data has transferred over we are having a problem that not all profiles, as well as not all fields within the profile, show on event or member registration forms unless user is logged in. 
We are using a new template for the 2.5 site - could the problem be with the Joomla template or is this a civi issue?

Check the joomla civicrm permissions and ensure that anon user has access to the profile create permission at the very least

in new installs, we can set these by default. not sure what happens during upgrades
