Are you using a price set or the simple price options in the event fees section?

If using the simple price list it creates radio buttons for the fee and is by default required so a selection must be made.

If using a price set each field gives the option to be required. If you want one field required select the required check box and it will be required. It doesn't matter what type of field it is (radio button, check box, etc.). Then make your other two fields not required. Sounds like you have a required fee and some optional fees for the event.

Not sure if this helps, if you can provide more specifics on your pricing scheme it would help. Not sure I understand exactly what you are  trying to do.
